Workshop on 'Leadership Moral Development' for Executive Officers in Jaffna DS Office Conducted

A Five-day workshop on ‘Capacity Development’ for senior government officials of the Jaffna District Secretariat was conducted jointly by the Sri Lanka Army Training Command (ARTRAC) and the Security Force Headquarters - Central (SFHQ-Cen) in Diyatalawa during 19-23 March under the directions of Major General Rukmal Dias, Commander, Security Forces - Central (SF-Cen).

It was organized with the purpose of improving personality, leadership and moral qualities of Executive Officers in the Jaffna district secretariat.

Mr. Nagalingham Vethanayahan, Jaffna District Secretary earlier requested the Commander of the Army, Lieutenant General Mahesh Senanayaka to organize a programme of this nature in the Jaffna a couple of years ago when he was the Jaffna Commander for improvement of executive officials in the District Secratariat.

This programme was the brainchild of the present Commander of the Army and it was reintroduced under the guidance of the Commander, Security Forces - Central (SF-Cen), Major General Rukmal Dias. The workshop was designed as a residential workshop and conducted for the consecutive second year at the Sri Lanka Army Training Command (ARTRAC) in Diyatalawa.

The aim of the workshop was to enhance the capacity and professional competence of participants while improving their working knowledge and skills.

The objectives of the workshop are also meant to build the capacity and competence in leadership, decision-making and team building, creating awareness on timely intervention in mitigation of natural disasters and develop decision making under hazardous situations, sharing of experiences of Sri Lanka Army in Civil-Military Cooperation which would boost development of working capacity of government officials and improve the mutual trust and understanding between government officials and military.

Twenty five senior government officials participated in the workshop including 8 woman officers.

The programme was conducted mainly through lectures of competent resource persons, followed by interactive discussions. Further, practical sessions were also conducted to enhance their knowledge on decision-making and handling of crisis situations.

In addition, these officials joined for an excursion to Adisham Monastery during their stay at Diyatalawa.

A formal dinner night was organized to mark the conclusion of the workshop and the occasion was graced by the Commander, SF-Cen, Major General Rukmal Dias and the Jaffna District Secretary, Mr N Vethanayahan as the chief guest and the guest of honour respectively.

A certificate of participation was awarded to all the officials for their participation.
