Commander at SFHQ-W Speaks to Officers & Other Ranks

Commander of the Army, Lieutenant General Shavendra Silva addressing Officers and Other Ranks at the Security Force Headquarters - Wanni (SFHQ-W) last evening (29) explained what his vision for the organization and the country’s national security.

Here follows his addresses to the Officers;

Today, I am delighted to take this opportunity to address you during my very first visit to the Security Forces (Wanni) upon assumption of duties as the 23rd Commander of the Sri Lanka Army. Further, I wish to express my sincere thankfulness to the Commander and all Officers of the Security Forces Headquarters (Wanni) for the rich military traditions maintained and generous hospitality extended towards me since my arrival.

At the very outset, let me extend my appreciation to the past Commanders and all Officers who served in the Security Forces (Wanni) for their selfless contributions to elevate the standards of the Security Forces to what it is today.

According to my understanding on the history of warfare in Sri Lanka, Wanni was the battle where many decisive battles raged against terrorists which finally eradicated ruthless clutches of terrorism for our beloved motherland. A large number of our soldiers fought and sacrificed their lives in this Wanni theatre and it cost huge number of deaths and injuries to earn peace and harmony. I respectfully pay my tribute to all Officers and soldiers who bravely fought, killed or missed in action, and injured in the line of duty. Had it not been their utmost dedication, commitment and enormous courage blended with intrinsic leadership, our main aim of bringing peace and normalcy to this land would have never been accomplished.

Not only today, even during conflict period, Wanni theatre has been very important for our Armed Forces. For the Sri Lanka Army, it has been important because it was the largest theatre which expanded from Mannar to Pulmoddai and from Elephant Pass to Anuradhapura. We all are well aware that until 2009, we had only 5 Security Forces. Until Security Forces (Kilinochchi) and Security Forces (Mullaitivu) were established in 2009, all these areas were also under the purview of SF Wanni making it strategically, militarily and geographically important for the Army.

Also this theatre has been a stronghold of LTTE as they had established their administrative hub, economic centre and even their leader’s residence in Kilinochchi after LTTE lost the control of Jaffna in 1995. So that, we had our major concern on Wanni during the march towards the culmination of war.

Ladies and Gentleman,

The security context has changed today yet the importance of this SF has never changed. It still is the largest Security Forces of the Army as per the area of responsibility even though some parts of its territory have been allotted to SF (Kilinochhi) and (Mullaitivu) in order to function effective command, control and administrative process, after the war. I am certain that Wanni will continue to be the most prominent theatre due to some strategic concerns. Let me bring out some examples to prove what I just mentioned. SF (Wanni) AOR is home for the most sacred Sri Jayamaha Bodhi with recorded history of 2500 years and some other sacred places as well as it has rich cultural diversity with different ethnicities. Therefore, Wanni plays a significant role in strengthening coexistence and reconciliation among the public in which you as Officers serving in the SF (Wanni) have an enormous responsibility over shoulders.

Ladies and Gentlemen,

With that let me share my vision which shapes my command. You may remember, taking the reins in the office of the Commander, I mentioned four major areas of my concern as my future vision.

1. The very first focus is on Security of the country. We all are well aware that the Easter Sunday Attack disturbed the peaceful co-existence of the country which prevailed for nearly ten years after eradication of terrorism from our soil. We did not perceive the vulnerability but enjoyed the peace at our best. However, with the swift and bold actions with our Armed Forces we were able to prevent further escalations and bring back normalcy to the public within a short period. As members of the Army, we should be alert on the possible threats to thwart any possible such attacks in the future. However, we should never allow any individual or group to take undue advantage of this situation for their narrow gains over our country's future.

We are a nation that suffered from brutal terrorism over three decades and now enjoying peace and harmony. We made our country a role model to the world as a country which eradicated terrorism. It is actually a great achievement for all of us and we should do our best to ensure sustainable peace within our territory.

2. The second is Security of great people of all ethnicities and religions of our country. Since the end of the conflict, we worked in our full potential for post conflict military activities such as Demining, Resettlement of IDPs, Socio-Economic and Infrastructure Development for IDPs and the Community in the former conflict areas. Our commitment and expertise in these areas are visible through strong civil-military relationship that we have built up with every community. Our endeavour needs to be continued to further protect the citizenry whilst eliminating social barriers based on ethnicity, and religion.

3. The third is the Development of the Army. Now, we are in a peaceful context in which we have to transform the Army to suit for the present day demands. Our role and responsibilities have been changed over the years. Accordingly, I intend to implement new procedures for administration, logistics, training and development in order to be par with modern day Armies in the world.

4. The fourth area is Wellbeing of all members in the Army. Well-being of all members of this organisation is of paramount importance. When it comes to our member community the serving men and women, retirees, wounded in action and families of those killed in action including precious civil work force are the proud members of our organization.

In order to realize and empower those concerns, I wish to place them on 7 pillars of strength; they are National Security, Nation-Building and Contribution to Reconciliation, Promotion of Army Skills and Professionalism, Career progression of All Ranks, Facilitation of potential retirees for Productive civil-life, Enhancement of Welfare of All Ranks and Timely Modernization of the Army.

Now, let me briefly talk on each of these pillars. We should give our utmost priority to National Security. We should not allow anyone to compromise our security for any reason. Our approach to ensure National Security should be highly comprehensive. In this endeavour, enhancing the fighting power, intelligence systems and technology to counter contemporary and emerging threats is essential. Specially, the intelligence base matters a lot.

Development and enhancement of intelligence agencies is a top priority in my agenda. It is obvious that we have to face unconventional and unpredictable threats in the future than the conventional threats we are used to. In this sense, we need to identify the dimensions of new threats. Also, we have to enhance our soldiers’ combat efficiency by focusing on developing their physical fitness, morale and conceptual awareness.

In the absence of visible threats to national security, it is human nature to overlook security concerns. As well as the absence of an integrated security strategy however, can result in a huge draw back like the Easter Sunday attacks. Hence, national security must always be addressed through a proactive and operational mechanism, which integrates all stakeholder agencies, focusing potential or perceived threats and root causes of such threats.

In recent years, we experienced natural disasters as well as unexpected threats from extremists which challenged the security of our country, and the Army has been the first respondent to answer the call of the nation. So, it is very clear that emergency preparedness of our Army personnel is also a vital necessity, to conduct rescue missions and mitigate natural disasters and to act swiftly and boldly to assist the nation at the face of non-traditional threats. Always be prepared to counter any challenge in this respect.

Our next focus should be to contribute to the Nation- building and reconciliation process. We, as the Sri Lanka Army need to look at our contribution to the nation-building process. Nation building process should not be restricted to mere constructions and we should develop our understanding of nation’s togetherness to reach ultimate sustainability of the nation.

We need to develop positive dialogues with all stakeholders of our nation’s development drive under a common ground that will be felt by all citizens of this country and hold each and every one who call themselves Sri Lankans accountable for it.

We should take the lead to develop Sri Lanka through our contribution. Sri Lankan society is comprised of multi ethnic, multi religious people as well as people of different casts, faiths and beliefs. It is only if we stand together as one nation that unity will be achieved. In this respect, we as the Sri Lanka Army should be an example to the rest of the country. I come from a background where multi-cultural diversity has been in practice in Matale. From my childhood through school days I lived in a tolerant society where the brothers and sisters of those different communities lived together in harmony whom I continue to associate even today. To this end, my upbringing taught me to live in a harmonious society therefore I am armed with all prerequisites that requires to lead this journey.

As I earlier mentioned, you are serving in a very important Security Forces where you have to coordinate with people of different cultures, religions and faiths. Now, your roles have been extended and you often have to deal with civilians and assist them. So that, you have to be diplomatic in building very strong partnerships with the public whilst wining their hearts and minds.

I am very proud to say that our Army has proven its capabilities in many fields, whether it be construction, medical, engineering, information technology or sports, and we have a number of professionals whom can be effectively employed for the best interest of the nation. At present, our country marches forward to gain socio-economic development with many projects, thus it is our duty to build up strong civil military partnership and extend assistance to expedite the nation-building and reconciliation process.

Our next endeavour should be to enhance education and skill development of the Army. We as the largest organization of this country, need to develop a dialogue to bring this organization to a professionally accomplished entity. In this understanding, we must develop our knowledge and skills that suit the present day and future challenges.

Officering will also involve greatly in making this attempt a reality. I urge you to maintain officering every time and take all measures to enhance your knowledge on military and non-military subjects to be more professional in the field. Keep learning and developing yourselves as well as others whom you serve with.

We are well aware that the Army is a profession which requires the highest level of professionalism and expertise as its role is to reach out the citizenry during a crisis situation to bring back normalcy. Hence, it is essential for you to develop yourselves to be professionals in your profession of arms through knowledge enhancement and experience sharing.

You come from different Regiments to serve in this Security Forces, but always maintain good coordination with your own regiment. You, as Officers, it is your prime responsibility to take the maximum use of every available training opportunities to enhance your knowledge and be competent decision makers.

At this moment, I would like to remind a famous quote, which is applicable for Officers and Soldiers of the Army; that is “Knowledge is power” and I urge you to be powerful by gaining maximum benefits through local and overseas training opportunities that I intend to enhance as a matter of priority. At the same time, I request you to train and develop your men and women with required knowledge, skills and attitudes.

Theoretical and practical knowledge on military subjects are vital to groom Army personnel. Tactics, Field Craft, Map Reading, Mess accounts, Counter Insurgency Operations and military leadership are the basic theories that Army personnel should know.

To be qualified in these fields, it is essential to attend promotion examinations and refresher courses which are conducted by the Security Force Headquarters annually. This is a compulsory requirement to qualify in the said fields with theoretical knowledge.

Further, it is required of you to have a thorough knowledge regarding the procedures adopted in the Army and you should be able to guide and advise your men under you. You need to be aware of the functions and responsibilities of Army; Army Headquarters, other formations, units and training establishments in the Army. Knowing these aspects better, will enable you to guide the men serving under you more effectively, when they attend day to day official work. Moreover, it will help to mitigate unnecessary delays and shortcomings of official work.

My next priority is for career progression of All Ranks. Every Officer has the right to know his or her career path, opportunities available and means to achieve them within the Army. No Officer should be in a dilemma without knowing the next step in his or her career. All Officers should be well aware of what’s going to be the next step of their career. In my experience, during the last two years, there was an uncertainty about my career progression. It should not happen that way. It happened that way because of the lack of respect and adherence to proper systems already in place.

Career development includes acquiring of educational qualifications and use of skills and abilities to achieve desired goals as an individual. Further, it enhances personal and professional qualities of an individual. Sri Lanka has successfully eradicated terrorism. The fearless dedication and commitment of the Officers, Senior Non Commissioned Officers and soldiers of the Sri Lanka Army saw the end of a cruel war that lasted 30 years. The main focus for a long time was on ending the war so that our people can breathe in peace. After the war, a number of implementations have been made to develop the Sri Lanka Army as a professional entity. To make those efforts a success, career development plans play a significant role.

I consider Senior Non Commissioned Officers as the backbone of the Sri Lanka Army; hence greater emphasis must be drawn towards enhancing their career development. Frequent guidance and supervision of soldiers are carried out by the Senior Non Commissioned Officers, to ensure smooth and effective functioning of the chain of command. In future too the Sri Lanka Army will have to carry out national development projects in conjunction with the public, hence it is imperative to strengthen professionalism through career development to ensure the success of these projects. Therefore, it is a timely requirement to introduce effective career development plans for Senior Non Commissioned Officers in the Sri Lanka Army.

Officers are responsible to provide the required training and assistance in order to ensure career development of Senior Non Commissioned Officers. Constant guidance and direction are to be given in order to improve their competencies. While providing directions to the Non Commissioned Officers, they should be encouraged to have personal interest and the willingness to acquire relevant qualifications in order to develop their careers.

Irrespective of the arm, equal opportunities and vacancies are to be allocated among units when selecting Senior Non Commissioned Officers for these courses. Senior Non Commissioned Officers from teeth arm, support arm or either service units are to be equally considered for the military courses. It is not just a matter of attending a course, but they should be qualified in the subjects.

Further, Senior Non Commissioned Officers should be given comprehensive awareness programmes in order to enhance their capabilities in Information Technology. Presently Senior Non Commissioned Officers are reluctant and have lesser interest to involve in this field. They should be motivated and direct to get trained in IT field.

I also wish to take this opportunity to talk about one of the most important factors in your carer progression. It is the promotion. Promotions in the Army is of paramount importance and service personnel are judged against the eligibility criteria; experience, training, education and recommendation in annual appraisal, for the next rank.

Annual Confidential Reports (ACRs) are being considered during promotions and as Officers you should be maintaining an above average grading for a successful military career. Moreover, field experience is reflected on the overall picture of the particular Officer. It’s the responsibility of Officers to ensure timely recommendations are made to award promotions to men under you. Further, Senior Officers should ensure their subordinates’ ACRs are filled at the right time.

The next pillar is to prepare retirees to adapt to the civil society. One day at one stage in life, we all will have to retire from active military service. Therefore, the Army should prepare our service personnel to retire without regret. Officers and men must be well prepared to face the challenges of post-retirement life. They must be fully aware of their retirement plan well in advance and we must prepare them for that purpose.

Wellbeing has no exception in my wish list as I believe the people under me should work with a smile on their faces. I assure you that we are responsible for the welfare and wellbeing of all, serving personnel, retirees, wounded in action and proud family members of those killed in action including the civilian work force. If not for their untiring efforts, selfless commitments and true dedication the peace that we are fully enjoying today may have been a distant dream never to be realised.

In this sense, welfare and wellbeing of heroic men and women of this organization is always a top most priority. I firmly believe a satisfied person would do his best at the workplace. Therefore, all necessary action will be initiated in the future to uplift the wellbeing of every individual of the Army including their family members. Therefore, I urge you to identify grey areas and suggest appropriate courses of action to make everyone happy and content.

I view that proper welfare facilities will lead to develop morale factor of Other Ranks. They should be aware of all the welfare facilities provided within the Army. It is observed that most of the Army personnel are not aware of the available welfare facilities within the Army. It is to be made sure that soldiers are made aware to utilize available welfare facilities. Apart from the service personnel their families too can benefit through this process. When welfare matters are addressed their personal and official lives become prosperous.

Under this factor, my concern is also given to counselling for military personnel. Counselling will mitigate the traumatic situations of soldiers. You, as Officers can interview and advise your soldiers if they really need any emotional assistance. Recently, we heard of many suicides of soldiers inside military premises. As Officers, you need to recognize the emotional situations of men under you and assist them in a brotherly manner. Moreover, it is required to train our Senior Non Commissioned Officers on how counselling is to be done and on counselling techniques. This will immensely benefit their personal lives too and uplift the mental wellbeing of them.

The seventh and the last pillar is the modernisation of the Army to be on par with world’s best practices. We are to celebrate the 70th anniversary of the Sri Lanka Army this October with a proud legacy behind us. However, the same legacy must be maintained and further strengthened. It is required that we be equipped with advanced technological equipment as well as skills. Today world has become more sophisticated and technologies have become plenty available. We have to introduce an internet based information technology system widely within the Army. This will ensure unnecessary delay in transformation of information among military establishments.

Modernization does not focus only on embracing new technology, the Army needs modernization in attitudes and practices of its personnel as well. Having said that, I wish to emphasize that I hold a zero tolerance policy on the financial malpractices and misappropriation of property, either public or Army. No Officer should misuse the authority vested upon them which is only expected to use in the best interest of the Army.

Therefore, all levels of Commanders should ensure that all the Officers and Other Ranks under your command are acquainted with and comply with the orders and instructions issued by myself as the Commander of the Army and the Army Headquarters. Further, you should provide necessary assistance in the implementation process of the same.

I insist that I will take all decisions in accordance with the rules of natural justice in order to render justice for everyone. In doing so, relevant parties to the matter under consideration will be heard before arriving at the final decision without being biased towards anyone.

In the endeavour of modernizing our Army, you have a huge responsible in maintaining the image of our organization we gained as a victorious Army. You represent the entire organization on the eyes of the public. Therefore, you should be a mirror to yourself. You must maintain your attire well and behave appropriately to suit the rank you proudly wear on your shoulders. You need to keep your reputation intact at every time among the men and those that you serve for; because once lost, it is almost impossible to earn it back. Always maintain your integrity in its highest possible sense.

Ladies and Gentleman,

Now, I wish to move on to talk about some essential characteristics you should master as leaders at different levels of this prestigious organization. As Officers, it is really important for you to be aware of leadership traits since you are there to lead soldiers. Possession of thorough knowledge and awareness of leadership qualities and practice will definitely uplift your career development.

Officers should be exemplary to their fellow soldiers because they always follow what their seniors do. To lead your subordinates, you should be aware how leadership functions within its frameworks. Further, it increases cohesiveness and unity of command.

Let me explain some of the leadership qualities that I consider a lot. Teamwork, Commitment, Fitness and Energy, Discipline, Effective communication skills, Self-development and professionalism, and Caring for your soldiers are the main attributes in leadership. By adhering to these attributes, you can lead your troops smoothly.

Teamwork

When accomplishing the mission, teamwork is more important than personal recognition. During humanitarian operation the Army defeated the LTTE with the assistance of the other sister services; Navy, Air Force and Police. Therefore, an experienced leader cannot favour individuals but must foster cooperation with all joint organizations and its team members.

An excellent example of such leadership is General Dwight D. Eisenhower, supreme Allied Commander, who despite the challenges of making multiple countries' militaries work together during World War II, built a coalition of U.S., British, French, and Canadian Forces.

Training and caring for your soldiers ultimately leads to unit success. It is crucial to remember there is no "I" in team and even the most well-known leaders, emphasized the requirement to foster teamwork and unit cohesion to accomplish goals that would have been impossible to achieve otherwise.

Commitment

In the present day context, the Army demands trained and ready units with agile and capable professionals and leaders to meet the anticipated challenges in the ambiguous, chaotic, complex and uncertain future. Inquisitive, creative and adaptable Officers too exhibit commitment in developing subordinates through execution of their responsibility to teach, counsel, train and mentor them. Commitment to duty should be one of your utmost concerns and train your subordinates too to follow you.

Fitness and Energy

If leaders follow the principle of leading from the front, then they must be physically fit and energetic to meet the demands of leadership on the battlefield. Leaders who possess such endurance can lead a platoon of hard chargers to fix bayonets and take the high ground.

It is really important to engage in Physical Training and Sports Activities in the Army. Physical efficiency is a must. Annual physical efficiency tests are carried out in order to see the performances. Sportsmanship ensures dynamic functions in an Army personnel’s daily life. This will enhance and help to maintain their mental and physical stamina. In addition, it is the Officers’ responsibility to make sure their subordinates attend and continue sports activities in their day today lives.

Discipline

Discipline is a fundamental attribute for every Officer and soldier who functions as a uniform wearing person. Therefore, it is of paramount importance to maintain a high level of discipline within Officers and Other Ranks. The men under you should respect and follow the higher command and they are responsible to ensure that lower level carry out the same. A respectful chain of command will ensure a smooth working process, and set a fine example for all who join the services.

When talking about discipline factor, your intervention is highly essential in preventing our soldiers from drug addiction, frauds and harassments. Further, it is necessary to inculcate ethical behavioural patterns among the soldiers with obedience to higher command.

Effective Communication Skills

Communication plays a crucial role in the military leadership. A military commander cannot become a leader without effective communication and without the understanding of interpersonal relationships, sensitivity of non•verbal messages and emotional relationships. How commanding officers communicate with the officers and men serving under them is crucial especially when uplifting their morale and motivating them to participate in life or death missions.

It is not an easy task to keep the spirits high during a war situation and similarly it is not an easy feat to motivate soldiers who fought a war to now exercise peace, hence it is vitally important to understand the nuances of communication to give out clear and concise messages without ambiguity.

Self-development and Professionalism

Self-development is the next attribute, and it is each individual’s responsibility. Professionals need to be actively involved in developing themselves and each other through study and practice, exchange of professional development information, discoveries, and opinions. It bridges the gap between the operational and institutional domains and sets the conditions for continuous learning and growth. Military personnel engage in self- development in order to improve their capabilities for current and future assignments.

Developing skills of military officers to be professionals with responsibility, authority, accountability and an adaptable approach will produce robust, holistic and innovative leaders to assume progressively broader responsibilities across direct, organizational and strategic levels of leadership. This will result in professional military men capable of acting boldly and taking initiative in dynamic and complex situations.

Furthermore, it will also produce leaders who possess the integrity and willingness to act in the absence of orders, and when existing orders, doctrine or their own experience no longer fit the situation or when unforeseen opportunities or threats arise.

They can clearly provide purpose, direction, motivation, and vision to their teams and subordinates while executing missions to support their commander’s intent. Leaders at all levels need to be prepared to understand the strategic context for execution and success of any task.

Professionalism, continuous learning and self-development, are crucial to our nation’s security and your personal success, as well as to face the evolving global challenges. Changes in technology, knowledge, and society happen so fast that lessons you’ve learned in Army are often quickly outdated. Courses are often too general to meet individuals’ specific needs. To thrive professionally and personally, you must engage in lifelong learning and self-development.

Professionalism can be achieved through a lifelong synthesis of knowledge, skills, and experiences gained through the training and education opportunities in the institutional, operational, and self-development domains.

In fact, it is a deliberate, continuous, sequential, and progressive process which grows professionals in the Army into competent and confident leaders capable of decisive action.

A key component of leadership development is being focused on the professionalism of our leaders and those they lead. By developing and promoting a professional force, the Army develops trust on several levels: between soldiers; between soldiers and leaders; between soldiers and Army Civilians; between the soldiers, their families and the Army; and between the Army and Sri Lankans.

Take Care of Your Soldiers

A competent leader preserves combat power by putting his Soldiers first and doing the most to improve their situation. You will gain Soldiers' trust by making sure they are well equipped, fed, and rested. Beyond meeting their basic needs, it is also essential to be an advocate and ensure they receive proper recognition for their achievements. The U.S. Army prioritizes this as "the mission, the men, and me."

One of Alexander the Great's leadership qualities was the ability to place his men first: After covering more than 400 miles in 11 days, Alexander and his soldiers were nearly dead from thirst. Some Macedonians had brought back a few bags of water from a distant river, and they offered Alexander a helmet-full. Although his mouth was so dry that he was nearly choking, he gave back the helmet with his thanks and explained that there was not enough for everyone, and if he drank, then the others would faint. When his men saw this, they encouraged their horses forward and shouted for him to lead them. With such a king, they said, they would defy any hardships. Therefore, keep it in your mind to always take necessary actions to take care of men under you.

Ladies and Gentlemen,

As the Commander of the Army, I am pleased to state that, the Sri Lanka Army as the forerunner, over the years, has displayed its professionalism in all situations in the most commendable manner. The boundless contribution of our Army in the effort of nation- building is amongst its greatest legacies. Be it ensuring the Nation's territorial integrity, fighting the scourge of terrorism, or reaching out to fellow citizens in times of natural calamities, our Army has performed duties with dedication, maturity and professionalism. So, our Officers and soldiers are admired world over for their display of humanity, discipline, professionalism and integrity in bringing peace to our country.

We as members of Sri Lanka Army are supposed to perform a bounded duty to ensure the sovereignty, independence and territorial integrity of this nation. Also the security and protection of the people of this great country is in our hands. We did the best. We must continue to do our best.

People of this country know that we are the best. Therefore, take pride in what you have done so far for the betterment of the country and be proud of yourselves as you are members of this victorious Army who eradicated terrorism from its soil. Bear in your minds, you are second to none, not only in the arms of profession but also in any profession in the world. Always be proud of what you are and who you are.

Today, the nation enjoy this hard-won peace. So, I am confident that you will bring your professionalism, character, utmost commitment, dedication, courage, determination and willpower to serve the best interest of the nation and to maintain this heard-earned peace. At this moment, I also urge all of you to remain steadfastly loyal to the Nation, to maintain regimentation and discipline and be professionally competent. Your leadership would undoubtedly exhibit commitment to duties and obedience to constituted authorities.

Ladies and Gentlemen,

Let me end my talk to you today with following quote from General David M. Rodriguez, Commander, United States Africa Command:

I quote “Service to your Nation is an individual choice, to be part of something greater than yourself. Service to the Nation is not limited to a position you hold, an office you occupy, or an organization in which you are a member. Service to the Nation is a sense of belonging, an aspiration to help, a desire to make your community or country better”. I unquote.

This statement clearly illustrates that you do a service than an occupation as a member of an Army and I know that you all have performed exceptionally well and made an enormous service for the organization as well as the country. Your selfless contributions at the face of the enemy enabled to change the history of our country to rewrite it as a peaceful and victorious country. So, you all can be proud of that you have been part of that noble cause.

In conclusion, I urge you to be proud of your country, organization, family and most importantly yourself as you do not owe to your motherland, and serve your best as always.
