Army Chief Commends the Distinguished Service of Retiring Military Secretary

Major General U.L.J.S Perera RSP USP nps psc, Military Secretary of the Army Headquarters and the Colonel Commandant, Sri Lanka Army Corps of Military Police was invited to the Office of the Commander of the Army, Lieutenant General Lasantha Rodrigo RSP ctf-ndu psc IG, along with his family members on 04 July 2025, prior to his retirement from the Sri Lanka Army after completing a distinguished military career spanning 34 years.

Below is the brief profile of the retiring Senior Officer:

Major General U.L.J.S Perera RSP USP nps psc enlisted in the Regular Force of the Sri Lanka Army as an Officer Cadet for the intake KDA 8 on 03 November 1990. Upon successful completion of military training at the General Sir John Kotelawala Defence Academy - Ratmalana and the Sri Lanka Military Academy - Diyatalawa, he was commissioned in the rank of Second Lieutenant and posted to the Gemunu Watch on 14 November 1992. After being steadily elevated to subsequent ranks in the course of his service in the Army, he was promoted to the rank of Major General on 04 February 2024. The Senior Officer retired from the Regular Force of the Sri Lanka Army with effect from 06 July 2025 on reaching 55 years of age and at the time of his retirement, he was holding the appointments of Military Secretary, Sri Lanka Army and Colonel Commandant, Sri Lanka Corps of Military Police.

Throughout his illustrious career, Major General U.L.J.S Perera RSP USP nps psc has held a range of key appointments. These included, Platoon Commander of the 6th Battalion, the Gemunu Watch, Officer Commanding of the 6th Battalion, the Gemunu Watch, Aide-De-Camp to the then General Officer Commanding of the 52 Infantry Division and Commander - Overall Operations Command - Colombo, Late Major General P.S.B Kulatunge RSP USP USAWC, Troop Commander/Staff Officer 2 (Training Wing) of the General Sir John Kotelawala Defence Academy, Operations and Training Officer of the 6th Battalion the Gemunu Watch, Brigade Major of the Headquarters - 214 Infantry Brigade, Officer Commanding of the Officer Cadet Wing - Sri Lanka Military Academy, Adjutant of the Sri Lanka Military Academy, Staff Officer of the United Nations Stabilization Mission in Haiti (MINUSTAH), Staff Officer 1 (Grade 2 and below Posting/Promotion) of the Military Secretary’s Branch - Army Headquarters, Commanding Officer of the 8th Battalion, the Gemunu Watch.

Further the Senior Officer was held the appointments of Directing Staff of the Defence Services Command and Staff College, Colonel General Staff of the Security Force Headquarters (Jaffna), Officiating Commander of the 573 Infantry Brigade. Dean of the Faculty of Defence and Strategic Studies - General Sir John Kotelawala Defence University, Minister Counsellor (Defence) to the Embassy of Sri Lanka in Beijing, China, Director General 2 of the Office of the Chief of Staff to the President of Sri Lanka - Presidential Secretariat, Commandant of the Sri Lanka Military Academy, Military Secretary of the Army Headquarters and the Colonel Commandant of the Sri Lanka Army Corps of Military Police.

In recognition of his dedicated and valiant service to the Sri Lanka Army, he has been awarded the Rana Sura Padakkama (RSP) and Utthama Seva Padakkama (USP).

The Senior Officer has successfully completed a number of local training courses including Platoon Commanders Course, Battalion Support Weapons Officers’ Course, Basic Parachute Training Course, Psychological Operations Training Course, Potential Observer and Staff Officers Course and Army Command and Staff Course.

He has also followed several overseas training programmes, including Platoon Weapons Officers Course - India, Young Officers’ Course - India, Junior Command Course - India and United Nations Military Observers Course (UNMOC) - Malaysia.

In terms of academic achievements, he possesses a Master of Science in Defence Analysis from the Naval Postgraduate School (NPS) in Monterey, California, the United States of America, Master of Defence Studies at the University of Kelaniya, Bachelor of Arts (Honours) in Defence Studies at the General Sir John Kotelawala Defence Academy, General Course at the Bandaranaike International Diplomatic Training Institute and Short Term Course for Defence Media and Communication conducted by the Department of Mass Media Studies, Sri Palee Campus, University of Colombo in collaboration with the Media Centre for National Security, Ministry of Defence.
