Commander Spells Out New Year Prospects for Civil Employees in Awarding Appointment Letters

The career journey of a total of 3100 members of the civil staff in primary grade who have been serving the Sri Lanka Army on casual basis received a milestone fillip on Wednesday (31) when their appointments were made permanent as per the provisions of the Budget - 2015 proposals, presented by the President in early November this year.

A brief ceremony at the Army Headquarters, headed by Lieutenant General Daya Ratnayake, Commander of the Army as the Chief Guest, inaugurated the distribution of permanent appointment letters by symbolically awarding them to a total of 150 civil staff who had served the Army for more than 180 days by October 2014 in accordance with Budget proposals.

The distribution of those letters of job guarantee to others serving elsewhere, took place concurrently at all island-wide Security Force Headquarters (SFHQs) in the presence of respective SFHQ Commanders and senior officers on the recommendations, given by Mr Gamini Mahagamage, Director, Directorate of Civil Administration.

Major General Prasad Samarasinghe, Chief of Staff, Major General E.M.M Ambanpola, Deputy Chief of Staff, Major General Sumedha Perera, Director General General Staff, Major General Mahinda Hathurusinghe, Adjutant General, Major General Amal Karunasekara, Military Secretary and Major General R.V Udawatte, Director General Financial Management, also joined in distributing those appointment letters during the same ceremony.

A total of 147 members of the civil staff while serving the north and east laid their lives during the fight against terrorism in the past and 38 more sustained permanent injuries.

Lieutenant General Daya Ratnayake who has taken an exceptional interest in the welfare of the civil staff in the Army after assumption of office in 2013, shared his views with the recipients in an address to the occasion.   

“Members of the Civil Staff in the Army have been performing excellent roles in the past 2 - 3 decades to the best satisfaction of the Army and their sacrifices are always remembered with respect and gratitude. In the year 2015, a series of new incentives are to be awarded in terms of their training, promotions, service, welfare of their family members, in addition to the supply of a standard uniform, attaching a sense of prominence to the service”, the Commander told the gathering.

Lieutenant General Ratnayake at the same occasion instructed relevant authorities to find possibilities of bringing those civil employees under the Army welfare loan system and the insurance scheme in the next few months. Likewise, the Commander assured them of maximum possible welfare benefits to members of their families and next of kin.

Earlier this year, the Commander gave a grant of a few millions towards the welfare fund of the Directorate of Civil Administration as an incentive to the civil sector employees in the Army.

Under the scheme, those civil employees who have joined before 28 April 2014 on casual or contract basis and completed a 180-day period of satisfactory service in the Sri Lanka Army, were thus entitled to receive job permanence, in accordance with the administrative circular No 25/2014 of the Ministry of Public Administration, issued on 12 Nov 2014.

Several senior officers including Brigadier N Dharmarathne, Director Personnel Administration, Brigadier Jayanath Jayaweera, Director Media, were present at the brief ceremony.
