Jaffna District Secretariat Officials Learn ‘Capacity Building’ from the Army

An eminent panel of scholars, professionals, veterans and intellectuals, including senior Army officers, invited by the Army Training Command (ARTRAC) at Diyatalawa recently, held a three-day long workshop for bureaucrats serving the Jaffna District Secretariat in response to the directions of the Ministry of Defence and the Commander of the Army.

The motive of the workshop was to enlighten state officials in the District Secretariat on ‘capacity building’ with the objective of further promoting their dedication and commitment to the public service and motivating them for an efficient and dynamic bureaucracy in Jaffna.

Jaffna District Secretariat, impressed with the commitment and the dedication, being shown by Jaffna-based members of the Army in the fulfillment of various community projects and other help-sought civil assignments, has initially approached Major General Mahesh Senanayake, Commander, Security Forces - Jaffna, seeking consultations for promotion of productivity among state officials.

Accordingly, a three-day residential workshop was proposed at the ARTRAC in Diyatalawa during Feb 21 – 23 with the concurrence of the Commander of the Army.

The workshop, attended by 18 Jaffna-based state officials and 6 Army officers, centred largely on leadership, decision-making, teamwork, disaster management, civil-military cooperation, general norms and ethics, regeneration of capacity building, efficiency and so on.

Impressed with the novel experience they received during the workshop, the Jaffna District Secretariat is now planning to have one more such workshop organized for middle-grade state officials, including assistant government agents, chief clerks and other selected categories in future.
