Commander Delivers Opening Address at OCDC Seminar

The bi-annual Seminar of the Officer Career Development Centre (OCDC) at Buttala, themed on “Evolution of war fighting and Adaptability of Armed Forces” was held at OCDC Auditorium on Monday (17) morning.

Lieutenant General Daya Ratnayake, Commander of the Army as the Chief Guest at the inauguration of the seminar session was welcomed by Brigadier A.W.M.P.R. Seneviratne, Commandant, OCDC.

Commander of the Army at the invitation of the OCDC delivered the inaugural address.

Here are a few excerpts of the Commander's contribution to the occasion:

"Technology has been the primary source of military innovation throughout history.
 
It drives changes in warfare more than any other factor.
 
But remember that this innovative technology shapes warfare, not war. War is timeless and universal. However much technology may change warfare, it never determines warfare neither how it will be conducted nor how it will turn out.
 
Ladies and gentlemen technology presides in warfare, but it does not rule.
 
To understand the potential shape of the fourth generation of war, we must look at the political, economic, and social changes in a society as well as the evolution in technology.
 
Yet, the question remains “what posture will this generation take?” Hence, the topics that have been decided under the theme for this seminar has a great validity in understanding the challenges and cross connection between security related affairs in adapting appropriate measures in the face of next generation of warfare.
 
I am certain that during this seminar and the discussions we will be able to shed light on all those areas.
 
Hence, i encourage all of you to express your thoughts freely, as there is nothing like sharing experiences, so do participate in discussions, share your views, share your thoughts and make use of this opportunity to widen your horizon."

The OCDC began it’s first seminar “Challenges And Prospects of Development of Security Forces in The Post-Conflict Nation Building in  View of National Security Priorities As Against Publicity” in 2012.

Second seminar in 2013 focused on the “Post Conflict Role of The Army in The North and  East and Maintenance of The Professional Image and Dignity of The Army”.

Major General Crishantha de Silva, Chief of Staff, Major General E.P. de Z Abeysekara, Deputy Chief of Staff and more than 70 senior officers of Tri-Services and the Police participated in the opening session.
