Army to Scale Down its Presence with Planned Structural Reforms- Commander

Sri Lanka Army is now completely ready for far-reaching reforms in its structural composition vis-à-vis ground realities, security and needs of island-wide ongoing development projects, so said Lieutenant General Jagath Jayasuriya, Commander of the Army when he addressed troops serving Wellawaya-based 5 Gemunu Watch (GW) Battalion Headquarters Thursday (1) morning.  

Lieutenant General Jayasuriya en route for a few more assignments at Buttala Officers’ Career Development Centre (OCDC), Palatupana  Army Hotel complex under construction and Weerawila Officers and ORS new holiday bungalow, paused at this 5 GW Battalion Headquarters as the first Commander of the Army to have ever visited this Battalion Headquarters after its inception in Wellawaya.

A drive-past saluted Lieutenant General Jayasuriya as he entered the 5 GW Battalion Headquarters in accordance with military traditions, to be received later on by 5 GW Commanding Officer on arrival.

In his brief address to both officers and other ranks at Wellawaya, the Commander spoke his mind explaining how he intends to reform the organization in view of the fast changing development and security requirements at ground level.

‘While scaling down the number of different regimental and area headquarters and presence of troops in the North and East, plans are afoot to assemble more and more battalions together to form only most required headquarters. In such places, both officers and other ranks are to be housed after marriage with members of their families’, he said.

‘Those skilled troops who fought at the operational front during humanitarian operations are to be deployed exclusively for security arrangements while other support arms with assortment of multi-faceted vocational skills are to be used for all island-wide development work, targeted to transform the country to be the miracle of Asia by 2016 as suggested by HE the President’, the Commander added.

He during the speech spoke out how training at battalion levels is to be further expanded and further promoted offering more and more career development training sessions in the future.
The visiting Commander further reminded the audience of various welfare projects, being carried out or made available by the Army, Ministry of Defence and the Seva Vanitha Army Branch for the benefit of all ranks. He also urged the troops to make use of those welfare arrangements for promotion of their livelihoods and welfare of families.

The visiting Commander symbolized his visit to the 5 GW Battalion Headquarters after planting a tree sapling in the premises.
 
After his exit from Wellawaya, he took time off to pay a visit to the newly-opened Officers’ Career Development Centre (OCDC) at Buttala during his next stop.

Brigadier Aruna Jayasekara, OCDC Commandant after a warm welcome explained to the Commander how the OCDC’s curricular have been mapped out, considering the gamut of important defence issues under scrutiny at international level.
Brigadier Jayasekara afterwards showed the Commander around the premises and explained the series of improvements hitherto made after its recent opening as one more conceptual notion of the Commander of the Army.
